The film industry of Bangladesh

--- The cinema halls are shutting down one after another since the number of films releasing each year has come down all time low.
--- The industry is facing huge crisis in having sufficient number of actors. There is actually no hero except only one, Shakib Khan in the struggling industry now.
--- The films are flopping on regular basis. There was hardly any film which was hit in 2011. Very few films just recovered the cost.
--- Almost 98% of the BD films now a days are so low standard to say the least. BD film industry lost middle class audience long back due to extremely low quality films being made targeting slum dwellers, rickshaw pullers, garment labors. Even the standard of mainstream films are so low these days that the targeted audiences are now preferring to stay away from cinema halls hence the halls are closing down day by day at alarming rate.
It may collapse very soon if necessary steps are not taken. Its time to take steps to take the audience to cinema halls to watch Bangla films by contributing in making quality mainstream films. I am not talking about the telefilms being made in name of film for extremely niche audience. I am talking about making mainstream commercial quality films for masses, so that our film industry can survive.

Our emptying cinema houses
No one has had any illusions about Bangladesh’s motion picture industry going through a period of sunshine. It has been a generally acknowledged fact that for the last decade, perhaps more, the industry has been in free fall, that the appeal of cinema has by and large been declining in the country. One has only to contrast the situation with that obtaining in India or even Pakistan. Where the Indian film industry has not only been making increasingly bigger inroads among broad sections of Indian society but has also been reaching out to places like Europe and North America, our own film people have woefully slipped steadily. Even the Pakistani film industry, forever challenged by India, has managed to remain afloat, to its credit. All of these realities in the neighbourhood somehow have not translated into our own indigenous reality, despite the fact that in the three decades between the early 1960s and early 1990s the Bangladesh film industry managed to create for itself a respectable show. All of that now seems to have gone into the past.
As a front page report in this newspaper yesterday so clearly demonstrates, Bangladesh’s film industry is perhaps now in its last throes before eventually dropping dead. That may sound too pessimistic a reaction, but it is the facts which speak for themselves. In the last three years, as many as 300 cinema houses have closed down throughout the country. There remain 800, of which 500 are surely not in a state of good health. The obvious conclusion to be drawn from the poor state of health of cinema in Bangladesh is that people across the social spectrum have swiftly been losing interest in the fare that they have been offered by the movie industry. Another aspect of the problem relates to the new culture which has dawned through the entry of satellite television channels, VCDs, DVDs and the like. But that latter point is really not too great a factor when we consider that the appeal of cinema as it is symbolised by the big screen has not been diminished outside our frontiers. The fact, then, is that our film industry has generally been affected by a lack of vision coupled with a general deterioration in such areas as acting, story line and the technical aspects of production. And, of course, the continuing problems of plagiarism and vulgarity are yet there. Overall, the effect has been one of a slide where people by and large have decided to stay away from cinema houses. That is understandable, surely. But a rather sorry outcome of such a decline is the unemployment it threatens to generate, or has already generated, in the motion picture industry. The Bangladesh Motion Pictures Exhibitors Association gives the figures: 200,000 jobs have already been lost in the industry and 10,000 more are set to go the same way. If that is the way the industry keeps moving, it will be quite a fair guess to suggest that sooner rather than later Bangladesh’s movies will go into extinction.
Which is when the urge wells up toward a rejuvenation of the industry. A film industry is one of those aesthetic aspects of life that cannot be sidelined into oblivion or insignificance these days. Since film happens to be art (think of the European attitude to it and the way the Iranians have been going around scooping up international awards for their movies), it is imperative that a thorough re-examination of Bangladesh’s film industry be undertaken. As the exhibitors point out, technical advancement, a sense of creativity, liberal censorship and strict laws against piracy are some of the ways in which the Bangladesh motion picture industry can be revived.

Bangladeshi film is in great crisis nowManaging Director of Bangladesh film development corporation Mr M Hamid said, Only 400 cinema halls are running on regular basis within 1400 cinema halls. Only 40/50 cinema is releasing in year now. To solve this crisis producer and director should make good films.

Vulgarity Again..4 years ago care taker govt prevented vulgarity and piracy by a special task force but now using political power some film businesses men doing the same thing again. they are putting cut piece in cinema. we have lost our female audience only for this reason.

Import of Indian Films and Bangladesh filmdomA debate developed between the film distribution association and association of film directors and artists. The distributors and hall owners are in favour of displaying the indian films, but the association of directors and artists are against it.
Those who are in favour are arguing that the cinema hall owners are loosing in their business for lack of and lack of audience. Indian movies to screen in Bangladesh halls from December 2011First Indian Bengali movie “Jor” will be screened from 23rd December in 12 cinema hall’s across the country. 2 other Indian Bengali movie “Songram” and “Bodla” are also got censor board’s clearance and ready to screened near future. Bollywood returns to Bangladesh after 39 yearsIn January 2010, Bangladesh decided to allow the release of Indian films but this happy period lasted only six months as aggrieved local filmmakers cried foul and appealed against the decision. Thus, Indian films were banned again. Now, cinema owners, fed up with the lack of local interest in local fare, appealed to the court to allow Indian film imports and the courts have agreed.
Dipon' Note : Decision comes from a battle, so both side will not be happy with the decision, so we can say the battle will be continued. Come September, after Eid-Ul-Fitr, cinemas in Bangladesh will begin screening Indian fare. First up are three Bengali films Jour, Badla and Sangram, which are currently awaiting approval from the Bangladesh censor board. And after that is a parade of some of Bollywood’s biggest hits including Sholay, Dilwale Dulhania Le Jayenge, Dil To Pagal Hai, Kuch Kuch Hota Hai, Kabhi Khushi Kabhie Gham, Dhoom:2,Don (SRK, not Amitabh), Wanted and 3 Idiots. Trouble is, all these films are freely available in the country on pirated discs. Will the average Bangladeshi punter fork out a few takas for the novelty of watching them in the cinema? Only time will tell. At least, it’s a start. Import of Indian movies upsets Dhaka film industry!Dhaka, April 8 (IANS) The Bangladesh film industry is angry following the government's decision to import and screen Indian films after lifting a ban imposed in 1965.
"Bollywood films will deliver a death blow to Dhallywood (Dhaka-based film industry)," said actor Miju Ahmed, who is heading an action committee that plans to approach the government to stop this move. While the members of Bangladesh's ailing film industry are agitated, the cinema owners have been demanding imports after half of the 2,000 theatres closed down countrywide in recent years. The Bangladesh government considered resuming film trade with India after Prime Minister Sheikh Hasina's visit to New Delhi in January earlier this year. The Ministry of Information has already made substantial progress in lifting the ban. It has consulted different ministries, including the Ministry of Commerce that looks after issues related to imports. A senior official from the Commerce Ministry told New Age newspaper that they have given their inputs on the basis of the latest import policy that allows import of films in English and other languages with the condition that there should be Bangla and English sub-titles. The national import policy 2009-2012 also stipulates that screening of imported films should be approved by the censor board. Actor Masud Parvez Rubel, also a leader of the action committee, said they would organise a human chain in front of the state-run Film Development Corporation to protest the government's decision. Members of the cinema hall owners' association, however, said they would not support it as running a theatre has became impossible because of losses due to lack of quality movies and poor footfalls. The number of Dhaka-based cinema halls has gone down drastically in recent years compared to its peak time in 1980s and 1990s. Earlier, the film industry used to produce over 200 movies annually. But now the investment in movies business has come down to a paltry Tk.500 million ($7.2 million) -- as a result, the number of films made has come down to 25 in recent years. দুর্নীতির বেড়াজাল থেকে কোনোভাবেই বেরিয়ে আসতে পারছে না বাংলাদেশ চলচ্চিত্র উন্নয়ন সংস্থা 'বিএফডিসি'। ব্যবস্থাপনা পরিচালক থেকে শুরু করে সাধারণ কর্মচারীর স্বেচ্ছাচারিতা ডুবিয়েছে সরকারি এ প্রতিষ্ঠানটিকে। অভিযোগ চলচ্চিত্রসংশ্লিষ্টদের। প্রখ্যাত চলচ্চিত্র সাংবাদিক আহমদ জামান চৌধুরী আক্ষেপ করে বলেছেন, এ প্রতিষ্ঠানের দুর্নীতি তদন্তে দুর্নীতি দমন কমিশনের পদক্ষেপ না নেওয়া সত্যিই রহস্যজনক। চলচ্চিত্র প্রযোজক সমিতির সভাপতি মাসুদ পারভেজ ক্ষোভ প্রকাশ করে বলেন, স্বাধীনতার পর ১৯৭২ সাল থেকে ২০১২ পর্যন্ত ৪০ বছরে ৩২ বার এফডিসির ব্যবস্থাপনা পরিচালক বদল হয়েছে। ফলে কেউই উন্নয়ন কাজ করার সুযোগ পায়নি। এ বিষয়টি যেমন সত্যি, তেমনি সত্যি হচ্ছে চলচ্চিত্র সম্পর্কে অজ্ঞ এসব আমলা এই পদে এসেই নিজেদের স্বার্থ চরিতার্থ করতে ব্যস্ত হয়ে পড়ে। ফলে প্রতিষ্ঠানটির উন্নয়নের বদলে অবনতি হতে হতে বর্তমানে এটি একটি পঙ্গু প্রতিষ্ঠানে পরিণত হয়েছে। তিনি বলেন, চলচ্চিত্রসংশ্লিষ্ট কোনো ব্যক্তিকে এ সংস্থায় এমডি হিসেবে নিয়োগ না দেওয়াই হচ্ছে সরকারের বড় ভুল। সম্প্রতি এফডিসির উন্নয়নে সরকার কর্তৃক ৫৯ কোটি টাকা বরাদ্দ প্রসঙ্গে মাসুদ পারভেজ বলেন, এ অর্থের সঠিক ব্যবহার সম্পর্কে সংশয় রয়েছে। কারণ উন্নয়ন বাস্তবায়নে কমিটির টেকনিক্যাল ও পারচেজবিষয়ক যে দুটি বিভাগ রয়েছে তার গ্রাহক হচ্ছেন চলচ্চিত্র প্রযোজকরা। তারাই জানবে চলচ্চিত্র নির্মাণে কী ধরনের যন্ত্রপাতি প্রয়োজন। এ বিষয়ে প্রযোজকদের সঙ্গে আলাপ-আলোচনা করছে না কমিটি। এর অর্থ হচ্ছে সরকারি টাকা আত্দসাতের প্রবণতা। তিনি বলেন, এখন তারা যা করবে সেটা হচ্ছে, টেন্ডার আহ্বান করে কিছু নিম্নমানের মেশিন আনবেন যেগুলো বার বার নষ্ট হবে এবং পরে এর জন্য যন্ত্রাংশ আনার নামে আবার টেন্ডার আহ্বান করা হবে, যার ফলে প্রকৌশলী থেকে শুরু করে সবাই কমিশন পাবেন। কিন্তু এফডিসি প্রশাসন চলচ্চিত্রকারদের কোনো পরামর্শ আমলে নেয় না। প্রশাসনের দুর্নীতি তদন্তে সরকারেরও কোনো আগ্রহ নেই। ফলে সংস্থাটি ধ্বংস হয়ে যাচ্ছে। প্রখ্যাত চলচ্চিত্রকার চাষী নজরুল ইসলাম চরম ক্ষোভ প্রকাশ করে বলেন, ১৯৬১ সাল থেকেই এফডিসির সঙ্গে জড়িত আছি। কিন্তু পরিতাপের বিষয়, একজন যোগ্য লোকও এমডি হিসেবে নিয়োগ পায়নি। যাদের চাকরি থেকে অবসর নেওয়ার অর্থাৎ এলপিআরএ যাওয়ার সময় হয় তাদেরই চুক্তিভিত্তিক নিয়োগ দিয়ে এ পদে পাঠানো হয়। তারা চলচ্চিত্র সম্পর্কে কিছুই জানে না বা বুঝেও না, ফলে যা হওয়ার তাই হয়েছে। সরকারি প্রতিষ্ঠান বলে বিনা কাজে মাস শেষে ঠিকই বেতন গুনে এবং সংস্থার উন্নয়নের পরিবর্তে দুর্নীতির আশ্রয় নেয়। এফডিসির উন্নয়নে সরকারের বরাদ্দকৃত ৫৯ কোটি টাকার মধ্যে সম্প্রতি ৭ কোটি টাকা পাওয়া গেছে। এ সামান্য টাকা দিয়ে এফডিসির উন্নয়ন কীভাবে সম্ভব? একটি ক্যামেরা কিনতেই তো চার কোটি টাকা দরকার। শুধু ক্যামেরা কিনলেই তো চলবে না। সাউন্ড, ল্যাব, ডাবিং সবই তো ঠিক করতে হবে। আসলে এফডিসির উন্নয়নে একদিকে সরকারের যেমন পলিসিগত ভুল আছে, তেমনি প্রশাসনেরও স্বেচ্ছাচারিতা রয়েছে। এখানকার প্রকৌশলীরা মানহীন যন্ত্রপাতি আমদানি ও দ্রুত এসব নষ্ট হলেই খুশি। কারণ এতে টেন্ডার আহ্বান করে বার বার তারা কমিশন পায়। তাই সংস্থাটিকে প্রাইভেট খাতে ছেড়ে দেওয়া ছাড়া উপায় নেই। এতে অনন্ত জবাবদিহিতা নিশ্চিত হবে এবং সংস্থাটির উন্নয়নের ফলে নির্মাতারা চলচ্চিত্র নির্মাণে উৎসাহ ফিরে পাবে। প্রখ্যাত সাংবাদিক আহমদ জামান চৌধুরী বলেন, গত ৪০ বছরে এফডিসি একটি দুর্নীতিগ্রস্ত সংস্থায় পরিণত হয়ে আছে। ব্যবস্থাপনা পরিচালক হিসেবে চুক্তিভিত্তিক নিয়োগের ফলে প্রতিষ্ঠানটির ধ্বংস হচ্ছে। এখানে ব্যবস্থাপনা পরিচালক থেকে ল্যাব পর্যন্ত প্রতিটি বিভাগে ঘুষ না দিলে কোনো কাজ হয় না। ফলে হয়রানির ভয়ে কোনো লগি্নকারক এগিয়ে আসেন না। এতে দিন দিন চলচ্চিত্র নির্মাণের সংখ্যা কমছে। সংস্থাটিকে রক্ষায় দুর্নীতি দমন কমিশনকে এখনই তদন্ত শুরু করা দরকার।

অনুদান নয়, সরকারি পৃষ্ঠপোষকতা চান চলচ্চিত্র নির্মাতারা
চলচ্চিত্র নির্মাণে সরকারি অনুদান প্রথা বাতিলের দাবি জানিয়েছেন বেশ ক'জন চিত্রনির্মাতা। তাদের মতে, অনুদানের পরিবর্তে সরকারী পৃষ্ঠপোষকতা চান চলচ্চিত্র নির্মাতারা। অনুদান প্রদানে নানা অনিয়মের কারণেই এমন দাবি করেছেন চলচ্চিত্র সংশ্লিষ্টরা।
১৯৭৭-৭৮ অর্থবছরে অনুদান ব্যবস্থা চালু হয়। প্রথমে ৩ থেকে বর্তমানে ৬০ লাখ টাকায় অনুদানের অর্থ উন্নীত করা হলেও শুরু থেকেই এই অর্থ একটি চলচ্চিত্র নির্মাণে একেবারেই অপ্রতুল। সরকার অনুদান প্রদানে একটি নীতিমালাও প্রণয়ন করেছে। এর নাম হচ্ছে_ 'সরকারি অনুদান প্রদান নীতিমালা ২০০০'। তথ্য মন্ত্রণালয় এ নীতিমালার আলোকে প্রতি বছর সরকারি অনুদান প্রদান করছে। নির্মাতাদের ক্ষোভ হচ্ছে, নির্মাণ ব্যয় বৃদ্ধি পাওয়ায় একটি চলচ্চিত্র নির্মাণে যেখানে প্রায় ৮০/৯০ লাখ টাকা প্রয়োজন, সেখান বর্তমানে ছবিপ্রতি দেয়া হয় ৩৬ লাখ টাকা। তা দিয়ে নির্মাণ ব্যয় মেটানো কীভাবে সম্ভব। এতে করে নির্মাতাকে ধারদেনা অথবা নিজের গাঁটের টাকা ব্যয় করতে হচ্ছে। এ কারণে বেশকিছু ছবি অসম্পূর্ণ অবস্থায় পড়ে আছে। এর মধ্যে রয়েছে এক যুগ আগে নির্মিত 'পদ্মা আমার জীবন'। ছবিটি সেন্সর বোর্ডে পড়ে রয়েছে। এছাড়া 'ফুলমতি' ও 'মেহের বানু' নামের দুটি ছবিও অর্ধসমাপ্ত অবস্থায় প্রায় ১০ বছর যাবৎ পড়ে আছে। ফলে সরকারি টাকা তো অপচয় হচ্ছেই, সেইসঙ্গে নির্মাতাও নানাভাবে হয়রানির শিকার হচ্ছেন। এদিকে অনুদানের ছবি নিয়ে ঢালিউডে শুরু থেকেই নানা বিতর্কের সৃষ্টি হয়েছে। মূল ধারার ছবিকে অনুদান দেয়া হয় না বলে যেমন ক্ষোভ রয়েছে তেমনি অভিযোগ রয়েছে অনুদান দেয়া হয় শুধু রাজনৈতিক বিবেচনায়। এ বিষয়ে চলচ্চিত্রকার আমজাদ হোসেন বলেন, অনুদানের বিষয়টি তো শুরু থেকেই বিতর্কিত। তাই এটাকে আমি কখনো গুরুত্ব দেইনি। অনুদানের জন্য আবেদনও করিনি। কারণ অনুদান হচ্ছে সরকারি দলের লোকের জন্য। অনুদান কমিটি গঠন নিয়েও চলচ্চিত্র নির্মাতাদের আপত্তি রয়েছে। তাদের মতে, কমিটিতে নিরপেক্ষ সাংস্কৃতিক ব্যক্তিত্বের পরিবর্তে দলীয় লোকদের প্রাধান্য দেয়া হয়।
অনুদানের ক্ষেত্রে আরেকটি অভিযোগ হচ্ছে, ভারতসহ অন্যান্য দেশে অনুদানপ্রাপ্ত ছবিকে করমুক্ত রাখা হয়। কিন্তু এদেশে অনুদানের ছবিকে এখনো করমুক্ত করা হয়নি। চলচ্চিত্রকার সিবি জামান বলেন, চলচ্চিত্র নির্মাণের ক্ষেত্রে অনুদান প্রদান যথাযথ পদ্ধতি নয়। কারণ, যে নামমাত্র অর্থ এতে দান করা হয় তাতে একটি চলচ্চিত্র নির্মাণের ক্ষেত্রে নির্মাতাকে নাকাল হতে হয়। একদিকে অর্থের পরিমাণ কম তারওপর ৪/৫ কিস্তিতে অর্থ বরাদ্দ হয়। এতে চরম বিপাকে পড়েন নির্মাতারা। কারণ নির্দিষ্ট সময়ে ছবির প্রতিপর্বের কাজ শেষ করতে না পারলে তথ্য মন্ত্রণালয় কিস্তির টাকা অন্য খাতে নিয়ে যায়। কিন্তু মন্ত্রণালয় এক পর্বের কাজ শেষ হলেও সময়মতো কিস্তির টাকা দেয় না। হেলাল খান বলেন, অনুদানকে অনেকেই ভিক্ষা বলেই মনে করেন। আসলেই তাই। অনুদানের ছবি বানিয়ে নির্মাতার যেমন কোনো লাভ হয় না, তেমনি এটি সরকারি টাকার অপচয় ছাড়া আর কিছুই নয়। সুতরাং সরকারের উচিত অনুদান প্রথা বাতিল করে এর পরিবর্তে ভালো ছবি নির্মাণে আর্থিকভাবে পৃষ্ঠপোষকতা করা। এটা ঋণের মাধ্যমেও হতে পারে।
এদিকে তথ্য মন্ত্রণালয়ের একটি সূত্র জানিয়েছে, অনুদান প্রদানের ক্ষেত্রে যথাযথভাবে নীতিমালা অনুসরণ করা হয়ে থাকে। কিন্তু কিছু নির্মাতা অনুদান নিয়ে ছবি নির্মাণের পরিবর্তে কৌশলে এ অর্থ আত্দসাৎ করেন। ফলে এখন থেকে পরিদর্শক নিয়োগ ও নির্ধারিত সময়ে ছবির নির্মাণকাজ সম্পন্নের ব্যাপারে কঠোর ব্যবস্থা নেওয়া হচ্ছে।

চলচ্চিত্র নিয়ে সুচন্দার ক্ষোভ
চলচ্চিত্রশিল্পের বর্তমান অবস্থা নিয়ে ক্ষোভ প্রকাশ করেছেন অভিনেত্রী সুচন্দা। শোবিজকে তিনি বলেন, যতই বলা হোক দেশীয় চলচ্চিত্রের সুদিন ফিরে এসেছে কথাটি ঠিক নয়। অশ্লীলতা, কাটপিস, মানহীন গল্প ও নির্মাণ, অদক্ষ অভিনয়_ সব মিলিয়ে এখনো ক্রান্তিকাল অতিক্রম করছে এ শিল্প। সুচন্দা আরও বলেন, মাঝে-মধ্যে হয়তো দু'একটি ভালো চলচ্চিত্র নির্মাণ হয়। তাই বলে বলা যাবে না শিল্পটি রাহুমুক্ত হয়েছে। এ অবস্থায় পুরো শিল্পটিকে ঢেলে সাজাতে হবে। এ কাজটি করতে পারে সরকার ও জনগণ, চলচ্চিত্র সংশ্লিষ্টরা নয়। সরকার কঠোর আইন প্রণয়ন ও প্রয়োগের মাধ্যমে এবং সামাজিক আন্দোলন গড়ে তোলার মাধ্যমে চলচ্চিত্রশিল্পের নিম্নগামিতা রোধ করতে পারে। সুচন্দা আরো বলেন, এ অবস্থায় অভিনয় করা বা পরিচালনায় ফিরে আসার কোনো প্রশ্নই আসে না। তিনি বলেন, জীবন ঘনিষ্ঠ চলচ্চিত্রে অভিনয় করেছিলাম বলেই এতদিন পরও দর্শক আমাদের মনে রেখেছে। সর্বস্তরের মানুষ সম্মান করে। তিনি বলেন, মানসম্মত চলচ্চিত্র নির্মাণে আর্থিক সহযোগিতা নিয়ে কেউ এগিয়ে এলে আবারো আমি 'হাজার বছর পর'-এর মতো চলচ্চিত্র নির্মাণ করব। এটা অনুদানেও হতে পারে। তবে অনুদানের অর্থ বাড়ানো উচিত। তিনি বলেন, বাংলা চলচ্চিত্রের গল্প, লোকেশন সবকিছু একই ফ্রেমে বন্দী হয়ে আছে। টিভি নাটকের ক্ষেত্রেও তাই। তার মতে, এসব গতানুগতিক ধারা পরিহার করা উচিত। সময়ের সঙ্গে তাল মিলিয়ে চলচ্চিত্র শিল্পের সর্বক্ষেত্রে নতুনত্ব আনা প্রয়োজন। না হলে পয়সা খরচ করে টিকিট কেটে দর্শক সিমেনা হলে যাবে কেন? সুচন্দা বলেন, উন্নতমানের চলচ্চিত্র নির্মাণে বিএফডিসির কারিগরি দিকটির উন্নয়ন প্রয়োজন। কম খরচে নিম্নমানের যন্ত্রপাতি এনে স্থাপন করলে সেগুলো তো বার বার বিকল হবেই। বর্তমান সরকার ডিজিটাল বাংলাদেশ গড়তে প্রতিশ্রুতিবদ্ধ। অথচ বিএফডিসি কর্তৃপক্ষ ডিজিটালাইজড তো দূরের কথা, কারিগরি দিকের উন্নয়নে এখন পর্যন্ত কোনো পদক্ষেপ নিতে পারেনি। বর্তমান সময়ে অভিনয়ে আসা শিল্পীদের ব্যাপারে সুচন্দা বলেন, অভিনয় সম্পর্কে ভালোভাবে জ্ঞান অর্জন করে তবেই এই অঙ্গনে আসা উচিত, না হলে কোনোভাবেই দর্শক মনে স্থান করে নেওয়া যাবে না। সুচন্দার কথায় তার সময়কালের শিল্পীদের অভিনয় দক্ষতার কারণেই এখন পর্যন্ত সেসব শিল্পী দর্শকের হৃদয় দখল করে আছে। বর্তমান অবস্থা চলতে থাকলে আগামী প্রজন্ম এখনকার শিল্পীদের কথা মনেই রাখবে না। যেকোনো উদাহরণ টানতে গেলে তারা আমাদের কথাই উল্লেখ করবে। তিনি বলেন, শিল্পীদের অভিনয় মানোন্নয়নে সরকারি বা বেসরকারি পর্যায়ে প্রশিক্ষণের ব্যবস্থা করা দরকার। যা এ পর্যন্ত হয়নি। অভিনয় দক্ষতার ওপর জোর না দিলে নির্মাণ অথবা গল্প যতই ভালো হোক না কেন মানসম্মত সৃষ্টি কখনোই সম্ভব নয়।

চরম সংকটে চলচ্চিত্র শিল্প
ঈদে সবচেয়ে কমসংখ্যক চলচ্চিত্র মুক্তির সিদ্ধান্তে দেশীয় চলচ্চিত্রের ক্রান্তিকাল প্রকট হয়ে উঠেছে। চলচ্চিত্রকারদের মতে, এর কারণ একাধিক। সিনেমা হলের সংখ্যা হ্রাস, এমজি প্রথা না থাকা, নায়ক সংকট, পাইরেসি, পি-ফিল্ম প্রথা চালু না হওয়া ইত্যাদি। ২০০২ সাল পর্যন্ত প্রদর্শক সমিতির হিসাব অনুযায়ী দেশে সিনেমা হলের সংখ্যা ছিল ১২০০। বর্তমানে এই সংখ্যা কমে দাঁড়িয়েছে ৬৩২টিতে। চলচ্চিত্রের ব্যবসায়িক ব্যর্থতাই সিনেমা হল হ্রাসের অন্যতম কারণ বলে জানা গেছে। হল মালিকরা লোকসান দিয়ে এই ব্যবসা টিকিয়ে রাখতে আগ্রহী নন বলেই হল বন্ধ করে দিয়ে তা মার্কেট বা অন্য কোনো ব্যবসা প্রতিষ্ঠানে রূপান্তরিত করছেন। সিনেমা হলে এমজি প্রথা চালুর দাবি প্রযোজকদের দীর্ঘদিনের। এই দাবি বাস্তবায়ন না হওয়ায় প্রযোজকরা আর্থিক লোকসানের কারণে চলচ্চিত্র প্রযোজনায় উৎসাহ হারিয়ে ফেলছেন। এমজি প্রথা হচ্ছে মিনিমাম গ্যারান্টি। এই প্রথার আওতায় একজন প্রযোজক তার চলচ্চিত্র লাভ বা লোকসান যাই হোক না কেন সিনেমা হল থেকে চুক্তিভিত্তিক সর্বনিম্ন একটি অংকের অর্থ লাভ করবেন। প্রযোজকদের অভিযোগ, হল মালিক ও প্রদর্শকদের কারসাজিতে এই প্রথা চালু হচ্ছে না। বর্তমানে প্রদর্শকরা কাউন্টার সেলের ৫০ ভাগ প্রযোজকদের দেওয়ার কথা বললেও নানা অজুহাতে তারা প্রযোজকদের ঠকিয়ে আসছেন। প্রযোজকদের এই অভিযোগ সম্পর্কে জানতে চাইলে প্রদর্শকরা কোনো মন্তব্য করতে রাজি হননি। নায়ক সংকট চলচ্চিত্র শিল্পের জন্য বর্তমানে মহাসংকটে পরিণত হয়েছে বলে ক্ষোভ নির্মাতাদের। মোস্তাফিজুর রহমান বাবু বলেন, অনেক চেষ্টা করেও এ অবস্থার উত্তরণ হচ্ছে না। ফলে একনায়কের ওপর নির্ভর করতে গিয়ে একদিকে অযৌক্তিক নির্মাণ ব্যয় বহন করতে হচ্ছে, অন্যদিক দর্শকরা একঘেয়েমিতে ভুগছে।
চলচ্চিত্র শিল্পের বিকাশে বর্তমান সময়ে প্রধান অন্তরায় হিসেবে পাইরেসিকেই চিহ্নিত করেছেন নির্মাতারা। তাদের মতে, এরই মধ্যে বিপ্লবসহ কয়েকজন ভিডিও চোর আটক হলেও রাঘব-বোয়ালরা এখনো ধরাছোঁয়ার বাইরে। তাই নির্মাতারা নিশ্চিন্তে চলচ্চিত্র নির্মাণে আশ্বস্ত হতে পারছেন না। নির্মাতাদের হিসাবে ২০০৬ থেকে ২০১০ সাল পর্যন্ত ১২৪টি চলচ্চিত্র পাইরেসির শিকার হয়। এতে আর্থিক ক্ষতির পরিমাণ দাঁড়ায় প্রায় ৭০ কোটি টাকা। আকস্মিকভাবে পি-ফিল্ম প্রথা বন্ধ করে দেওয়াকে চলচ্চিত্র নির্মাণ হ্রাসের অন্যতম কারণ হিসেবে উল্লেখ করেছেন নির্মাতারা। তাদের কথায়, পুরিপূর্ণ অর্থ নিয়ে সব প্রযোজকের চলচ্চিত্র নির্মাণের সঙ্গতি থাকে না। এক্ষেত্রে সহায়ক শক্তি ছিল এফডিসির পি-ফিল্ম প্রথা। যার ফলে বাকিতে কাজ করা যেত। কিন্তু অযৌক্তিকভাবে সাবেক এমডি বদরুল আনামের সময় এই ব্যবস্থা বন্ধ করে দেওয়ায় প্রযোজকের সংখ্যা প্রায় ৪০ ভাগ কমে গেছে। নির্মাতাদের দেওয়া তথ্য মতে, উপরোক্ত কারণে ২০০৮ সাল থেকে অব্যাহতভাবে চলচ্চিত্র নির্মাণ হ্রাস পাচ্ছে। এক পরিসংখ্যান অনুযায়ী ২০০৮ সালে চলচ্চিত্র মুক্তি পেয়েছিল ৬৭টি। ২০০৯ সালে ৬৩টি এবং ২০১০ সালের জুলাই পর্যন্ত ৩২টি। নির্মাতাদের কথায় এই ধারা অব্যাহত থাকলে দেশীয় চলচ্চিত্র শিল্প অচিরেই যে বিলুপ্ত হয়ে যাবে তাতে কোনো সন্দেহ নেই। Click on the photo for the full news or http://www.bd-pratidin.com/?view=details&&pub_no=128&cat_id=3&menu_id=12&news_type_id=1&index=1&archiev=yes&arch_date=29-08-2010 |
চলচ্চিত্র নির্মাণ হ্রাস
বিএফডিসিতে চলচ্চিত্র নির্মাণের হার ক্রমেই হ্রাস পাচ্ছে। এতে উদ্বিগ্ন শিল্পী ও নির্মাতারা। এর প্রধান কারণ দেশীয় চলচ্চিত্র একনায়কনির্ভর হয়ে পড়া ও পাইরেসি। অভিযোগ নির্মাতাদের।
বিএফডিসি সূত্রে জানা গেছে, এ বছরের প্রথম ছয় মাসে নির্মাণের জন্য তালিকাভুক্ত হয়েছে মাত্র ১১টি চলচ্চিত্র। তিন বছর আগেও একই সময়ের এর হার ছিল ৩৫ থেকে ৪০টি। চিত্রনির্মাতা চাষী নজরুল ইসলামের কাছে এর কারণ জানতে চাইলে তিনি বলেন, 'এজন্য শিল্পী সংকট ও ভিডিও পাইরেসিই দায়ী। দেশীয় চলচ্চিত্র বর্তমানে একনায়ক অর্থাৎ শাকিব খাননির্ভর হয়ে পড়েছে। তাকে নিয়ে একটি চলচ্চিত্র নির্মাণে ব্যয় হয় দুই থেকে সোয়া দুই কোটি টাকা। কিন্তু দুই কোটি টাকা দিয়ে চলচ্চিত্র নির্মাণে ঝুঁকি থেকেই যায়। দেশে হল সংখ্যা কমে যাওয়া ও পাইরেসির কারণে সিনেমা হলগুলো দর্শকশূন্য হয়ে পড়ায় দুই কোটি নয়, এক কোটি টাকাও এখন তুলে আনা দুঃসাধ্য হয়ে পড়েছে।' এদিকে শাকিব খান অভিনীত চলচ্চিত্রগুলোও সাম্প্রতিক সময়ে দর্শক আকর্ষণে ব্যর্থ হচ্ছে বলে প্রযোজক-পরিবেশক সমিতি জানিয়েছে। গত ৬ মাসে শাকিব খান অভিনীত ও মুক্তিপ্রাপ্ত ১৯টি চলচ্চিত্রের মধ্যে ব্যবসাসফল হয়েছে ৮টি। বাকিগুলোর ব্যবসায়িক চিত্র ছিল মোটামুটি। এ অবস্থায় যেসব নির্মাতা ইতোমধ্যে শাকিব খানকে নিয়ে কাজ শুরু করেছেন তারা সংশয়ে আছেন বলে জানান। তাদের মতে, একাধারে শাকিব খানের একই ধাঁচের অভিনয়। দেখতে দেখতে দর্শক এখন একঘেয়েমিতে ভুগছে। অন্যদিকে অন্য কোনো শিল্পীকে নিয়ে চলচ্চিত্র নির্মাণ করলে তা একেবারেই ব্যর্থ হচ্ছে। এ অবস্থায় নতুন মুখ নিয়ে কাজ করতেও সাহস পাচ্ছে না নির্মাতারা। চলচ্চিত্রের শিল্পী সংকট দিন দিন বেড়ে যাওয়ায় এ সমস্যা হয়েছে। শিল্পী সংকটের পাশাপাশি পাইরেসি সমস্যাও রয়েছে। চলচ্চিত্রকার ও সরকারের পাইরেসি রোধে নানা ব্যবস্থা গ্রহণও কোনো সুফল বয়ে আনছে না। ফলে চলচ্চিত্রশিল্প এখন গভীর সংকটে নিমজ্জিত। এ প্রসঙ্গে বিএফডিসির ব্যবস্থাপনা পরিচালক মমতাজউদ্দিন আহমেদ আলা শাকুর বলেন, 'এ সংকট কাটাতে প্রশাসনের পক্ষ থেকে প্রয়োজনীয় উদ্যোগ নেওয়া হচ্ছে। বাকিতে নেগেটিভ দেওয়াসহ চলচ্চিত্র নির্মাণকাজে বিভিন্ন সহযোগিতা প্রদান করা হচ্ছে। নির্মাতাদের সঙ্গে আলোচনার ভিত্তিতে নতুন নতুন সহায়তার ক্ষেত্র তৈরি হচ্ছে।' তিনি জানান, দেশীয় চলচ্চিত্রের সুদিন ফিরিয়ে আনতে তার নিরলস প্রচেষ্টা অব্যাহত থাকবে। Click on the photo for the full news or http://www.bd-pratidin.com/?view=details&&pub_no=75&cat_id=3&menu_id=12&news_type_id=1&index=0&archiev=yes&arch_date=06-07-2010 |
